Get to where it is doing the hourglass thing and Ctrl + Alt + Del and see if you can get it to go to Task Manager.  Then try, File, New Task (run), iexplore.exe, OK and see if Internet Explorer can come up.  Then go to Dave's World and get smitrem from
 
 
Then Run it and it should offer to install to your desktop.  Change the path to c:\ then it should install to C:\smitrem and you can run it from Task Manager with File, New Task (run), c:\smitrem\runthis.bat, OK.  It should really be run in Safe Mode but try it in regular mode first.  If that doesn't work then boot into Safe Mode (top option) and see if it will run there.

Iexplorer.exe doesn't open.  I can get to the task manager, and new task.  But when I click on iexplore.exe it seems to work but doesn't show up.  The icons on the desktop are still flashing on and off. And in Task Manager, under processes you can see explorer come on and off the list.

Does it do the same thing in Safe Mode?
 
Also try from Task Manager:
 
File, New Task, sfc /scannow, OK
 
See if it finds anything.
 
Also look at the eventviewer and see if it has any messages for us:
 
eventvwr.msc
 
then select System and look for red marked entries at the time of the last attempt to boot.  I'm primarily interested in the program names that it says won't load and any bad modules.
 
Can you get a friend to download smitrem for you?  If he extracts it to a floppy you can run it from Task Manager.
 
See if he can also get you a copy of the shellexview install program.
 
 
You might search your PC for an older copy of explorer.exe just like we searched for wininet.dll and replace the current one with an older version.  The difference is that explorer.exe lives in C:\windows.

Yes, it does the same thing in safe mode - nothing.  I did get into the event viewer, and it seem slike the errors are all either Service Control Manager or DCOM.  I will try to get the file downloaded tomorrow onto a disk and follow your instructions then.  Thanks for your help.

The Service Control Manager should have mentioned the service it was trying to start.  Did it?

I am having the same issue here. Norton found what was identified as a bloodhound virus, although I understand that isn't a specific virus, but symptoms of irregularities that appear to be virus-caused. My norton had expired, and I renewed and was trying to install and in the middle of installing, it needed to reboot. However, when it was rebooting, I got the wininet.dll missing message. I have been trying to work through the steps of this thread, to repair it, but have been unable to make any progress.
Here is what I have attempted so far:
1) Rebooted into safe mode and tried last known good configuration. No help.
2) Rebooted into safe mode, clicked administrator so I could try the start-programs-accessories-systemtools-systemrestore, but I got the wininet.dll missing message and could go no further.
3) Rebooted into safe mode, and got to the command prompt to search for a copy of wininet.dll and it found several. I tried to copy them to c:\windows\system32, and I kept  getting the message that the stystem cannot find the path specified.
4) I used my laptop to visit www.dll-files.com/dllindex/dll-files.shtml?wininet and burned it to a cd. Inserted the cd into my desktop and tried to copy the file, but I cannot get it to copy, I cannot remember the drive designation, I thought it would be d or e, but I have tried to copy and I am still getting the message, "the system cannot find the path specified". Is it a problem with the command, "c:\windows\system32" ?
