You can remove the folders and then edit the registry to get rid of them.  But, it sounds like the system needs a "clean" install (reformat and then reinstall). 

By the way this is not the correct forum for your post.  This section is for MS Office applications, e.g. MSWord, Excel, etc and your issue is not an MSOffice issue.  There is a separate Inspiron section and there is a Other Software section one of those would have been more appropriate.

I took your advice and installed Win98SE. Except perhaps I didn't see the option for 'install over' or 'new install', because it installed over the Win95 directory.

I got to keep the Dell drivers and software, but it still has all of those programs I was hoping to get rid of.

Do I have to reinstall again, hoping to find the prompt to do a 'new install?'

By the description you used a Windows 98 SE Update CD to reinstall. In order to do a clean reinstall of 98 SE you must first format the C:\ partition. Boot with the emergency boot floopy disk and at the command prompt type format c: /s. When the formatting is done reboot and at the command prompt type the letter of your CD-ROM drive followed by a colon (i.e. D: and . With the 98SE CD in the drive, at the D:\> prompt type setup and . The installation will begin. You will be prompted to insert your Windows 95 CD early in the process to verify that you are upgrading from a qualifying operating system.

After the OS is installed you will have to install your drivers, followed by your applications.
