No it will not harm it. It just means the adapted can deliver up to that amount. It will not deliver more than what the computer needs

Main caution would be that most late model Dell Portables have a chip inside to Identify the
Power Supply as "Dell Approved" and if that is not seen, it will never charge the battery
and will operate the CPU at a minimum (30% of full) speed only.
