I turned off the speed step in the BIOS and it did fix the problem with the fan always running .......but it said it reduces the processor speed or whatever.....is this safe for your computer?

Hello there welcome to Thermal problems with Dell,

pity that Dell seems to have fired anybody barely computer literate out of the company.

1) Fangui is a utility software which allows you to check your internal temperature readings.
Get it there:
works on the inspirons described on the page.

If you see one of your temperatures is at 85°C - you know your new laptop should go back to dell.

2) You probably have that problem.

Send it back. & check it again when it comes back.
