I have this problem sometimes if the computer has not been closed down properly.
 
Did you try starting up in Safe mode (using F8 at start up) then close down and restart normally.
 
You could also try Last working startup ( words to that effect).

Above seems to be the most recent ALPS Driver for the 'C' series,

there is a newer one up for the 'D' series also.

At times, Drivers can become corrupted, no fault of BIOS.

Thanks for the help!

The problem, it seems, was the driver for the ALPS pad.

The hard drive of the laptop was replaced some time ago and the people who replaced it did not install all the software. The machine was using the Windows 2000 default driver.

I downloaded and installed the ALPS driver and that seems to have fixed the problem.

but for any future installs from your Dell Download site;

Latitude C840 / Microsoft Windows 2000 / English
Choose a Device for Download


You should first install your Chipset from above site, allows successful
install of the other necessary drivers.
