Have you checked your internet explorer security settings and privacy settings?  Make sure they are set to the default level.  What about any security software that runs on the laptop - have you tried disabling it temporarily to see if the problem goes away?

Did you restart the computer after you set the MTU?

Turn off pop-up blocker also.

Goto this website http://www.dslreports.com/drtcp, click DRTCP021.exe then select your adapter in Adapter Settings and set MTU to 1400.

I sure did and the pop up block is not installed on my laptop.

Try checking the system is Safe Mode with Networking.
Try another browser like Opera ( http://www.opera.com/ ) or Mozilla ( http://www.mozilla.com/firefox/ ).
 
If that also doens't help, then try uninstalling the firewall.
 
In the worst case if that also fails then it could be that the Operating System is corrupt and a reinstallation might be needed.
