I have a 9400 and also have a problem with typing the @ character. I have written to DELL support and talked to DELL technician twice without success. I was able to type that character when I first received the computer, then it would not work.
My settings are all OK and I have even aligned them with my desktop and nothing works. I have even reinstalled Windows XP to no avail.

look in control panel>regional and language options>languages>details>settings.
is your default input language correct?
