Probably you have not been answered before is that the solution is too easy - arrange for a monitor exchange because after your testing etc. it shows that it IS faulty.
If I had to hazzard a guess it would be an internal power supply unit that is just about dead.

I called Dell and they replaced the monitor with the refurbished one. It works very well.
