How can I make my CPU speed constant?

I recently started using I8kfanGUI to monitor my fan speed, CPU heat and speed, and such. When idling, or doing close to nothing like surfing the internet, my CPU speed shows to be at 1594 MHz, which is about half its 'rated' speed. When I am running a heavy application, like Photoshop CS2 or Reason 2.5, it goes up to 3056MHz, which is close enough to the 3.06GHz promised by Intel... Now the thing is when it goes up to 3056 it doesn't stay there! It goes back down to 1594 after a couple of seconds, and then back up, and back down and so forth. In I8kfanGUI, processor speed and such show up on a graph and it is really regular - going up and down! So how would I go about setting my processor speed to be constantly at 3056MHz? I don't care about heat, or battery life, or anything else. I just want my processor to be fully working... (reason is now I'm experiencing weird lag and that is the ONLY thing I could find that would cause this lag...)

Regarding your reply, my current seeting on my I9300 "presentation mode" and my cpu speed does go up and down. Should I be concerned that I do not have it set to "always on" mode as you suggested. What are the pro and cons of both? Your help would be appreciated and thank you.
