Heard of this type of problems before on this site. I really don't think it is a v/card or the tuner/dvi.
Does it do this in normal operation ie. without using the tuner?
Sounds a bit like dell is trying to pass the buck onto other gear.
If it does it on any setup then I would assume it to be faulty.
Another way to get around this is to turn off (by clicking never) in the xp power options area. You can also turn off sceen savers as these can be a nuisance at times.
