What are you trying to do?  Install a clean version of XP or enter the Repair Console?

Enter the BIOS at bootup and chnage the order of your boot devices to enable the CD/DVD drive to be the first boot device.  Place the XP disc in the tray and reboot.  Follow either of these instructions:

Hi,
The laptop is freezing up at the F8 screen because of two reasons...
1. Check if any of the usb devices like printer, scanner, external usb hard drive or network LAN cable is connected to the laptop. Please remove the devices from the laptop and then try installing windows xp. If the issue still persists, follow the steps...
2. Remove the battery, ac adapter from the laptop. Press the power button and hold the button for 30 seconds to clear the flee power and then try reinstalling windows xp. I am sure you should be able to complete the windows xp installation.

i startup my computer and everything runs normally. Then, when the screen is supposedly the login screen for windows (where you click your name,etc.) the screen turns black, and it appears that the computer goes into sleep. the power button on the monitor turns from green to yellow.
 
thats why i am trying to reinstall windows, maybe that could help me start new.
 
also, when i try to boot from CD-ROM drive, every runs normally, but when i get to the screen that tells me to either press enter, r, or f3, i cannot do anything because i think it freezes...i have no idea what to do.
 
i have no idea of what i am doing, and need some guidance.

The only thing coing to mind is a noncompatible USB or bluetooth keyboard.
