There are no 2.4 ghz processors on the Inspiron 1150. Go to System Properties to see the real speed. Press Windows key with the Pause-break key. If it is running at half speed, the power options need to be adjusted to Maximum Performance or Always On.
Also could be worth cleaning out the heatsink grille to ensure that the 1150 isn't overheating. Very low reported processor speeds can occur when Windows has stop-clock throttled the CPU right down to reduce overheating.

Ive also checked the bios, it reports the 2.4Ghz speed..
I also checked the system info on the support site using the systems service tag.
1 H4316 PROCESSOR, 80531, 2.4, 128, 400, CELERON, DECISION ONE, MALE
This is an Inspirion 1150, and it does have a 2.40GHz processor.
It was purchased in May of 2004.
