According to DevManager, I'm missing Base System Device (x3), Ethernet Controller, Network Controller, & SM bus controller

You can get all of the drivers necessary for your system here.  There are no more specific to Dell.
 
What drivers are you missing?
What is not functioning correctly or not at all?
 
Did you install the Chipset Drivers?
Did you install Dell Quickset Drivers?

That's usually the chipset driver

Hjoo, you never did give an answer.  Did you install the Chipset Drivers and the Dell Notebook System Software?  If not, you will need to.
 
If you want the use of the "extra" features on your notebook, you will have to install the quickset drivers.

No, they did not fix the issue.
 
On another note, it seems that I can't burn DVD's anymore because the files could not be decompressed... (exact same files I burned to DVD before)

I think Base System Device (x3) is fixed with the Ricoh Drivers located under Chipset.  That's what got rid of mine after I formatted as well.  It seems to be for the card reader.
