Have you tried one of the 256 modules alone in the first slot?  If that works, I'd look at a bad second slot.  If not, either you have the wrong memory or it's defective.

Unless the memory you bought is PC100 Low Density 16chip modules, you do not have the right parts for your CPxJ. High density or PC133 modules will cause the same result. There are many dealers who sell what they call PC100/PC133 RAM that is high density and will cause many Dells set up for just PC100 to puke.

I bought the part from dell and it is the one they said I needed for my model but maybe they sent me the wrong thing.

Crucial shows this module will work - they test:
 
 
It looks like an 8 chip module so I would call and ask specific questions first.  Your CPx J should take 512mb max.
