Does this issue occur in safemode?
* Power the system off
* Power the system on
* At the blue Dell, tap F8 to bring up the Windows boot menu
* Scroll to and select Safe Mode [Press the Enter Key]
* Select the first or only operating system [Press the Enter Key]
What about during the Monitor Self-Test Feature Check (STFC)?
* Turn off both your PC and monitor
* Disconnect the monitor from the PC (both the white DVI and the blue VGA)
* Turn the monitor on
* The floating Dell red/green/blue/white dialog box should appear on a black background
Safe Mode: only when the screen is a color (ie. blue), when it is black the lines do not appear.
STFC: no, they do not appear on the black screen.
The lines seem to get more noticeable when the day goes on, so they start out faint (but can see them), and become more apparent at the end of the day.
