Inspiron 8200 suddenly shuts down

Question

I'm having sudden shutdown after I remove several programs, did a disk clean up (through System's Tools), and a disk defragmentation. When rebooted the laptop, it keeps shutting itself down to the point where I cannot go into Windows. Running Windows XP Home SP2. Reloaded the OS and reformated the drive. I was able to complete the reformat but it keeps shutting down on me on the Windows XP install. Not sure what's going on with this thing. Any suggestions is much appreciated. Thank you!

Possibly overheating for a number or reasons-Bad or shorted fan, dirty or clogged heatsink, etc.

O, I do notice that the fan is not spinning :(
