Is this a cable modem or a dsl modem?  Are you connecting to the modem by USB or ethernet?  If by ethernet, there is absolutely no reason whatsoever to install any software.    You can help us troubleshoot the problem by going to  Start > Run and typing cmd then clicking OK. In the command prompt window that opens, type ipconfig /all then hit the enter key. Write down the output from this command or select it and save it to a txt file, then copy this output into a reply to this message.

When you say your friend "reinstalled the whole system", does this mean that the system was reformatted and Windows was reinstalled?  If so, wrere the drivers, most importantly the chipset drivers, installed after ther reformat and reinstallation?  When you get the blue screen, is there an error message on the screen?  If so, what is the full and exact text of the error message?

The modem is an external dsl broadband one. It connects through a USB. I got my friend to have a look at it and he reinstalled the whole system and the problem is still the same with the blue screening. He says the USB hardware is faulty and I should just get in touch with Dell. But I have changed the mouse a keboard around in different usbs and they work but the internet still doesn't! I just don't understand!!
