It sounds like the system board has had it - you can open it to see if the RAM is removeable, but I believe on this system the base RAM is soldered, so if it has failed, the system board will need to be replaced.
I believe you'll find this system has RAM on the top of the system board. Have you run the Dell diagnostics (F12 at boot)? The error you're seeing could be a failing hard drive rather than faulty RAM.
The problem is that it won't boot at all. Pressing the power button results in nothing occuring save the constant activation of the first light and flashing of the third before the computer dies again completely. There is no fan, no LCD screen activation and certainly no bootscreen.
