You should be able to control the screen brightness by using the Fn key + up and down arrow keys (or whichever keys are marked with brightness up/down symbol in blue).
There may also be a setting in BIOS to same/similar effect.

BIOS just memorizes the latest Fn-Up/Down settings, so there's no real point.
The unit remembers the last setting for each mode (AC and Battery) independently.
Control Panel display properties most likely just changes the Fn-Up/Down defaults. Fn-Up/Down is the easiest and fastest. :)
