Inspiron 6000 will not run on 100% charged battery

Question

My Inspiron 6000 works fine on the AC adaptor.  If I unplug the adaptor it shuts down.  It will not start on battery power either.  The battery self test shows 5 green dots.  Used F2 on startup and it detects the battery and shows it's 100% charged.  As soon as I unplug the power cord the screen goes black and immediately shuts off.  What's going on?  It started doing this a month ago and I relplaced the battery since it would no longer recharge.  Worked fine with the new battery until today.
