Don't worry, sometimes Malware interferes and makes it difficult to use tools to remove it.
Let's do it this way
1. Go
here and download
Purity Scan Uninstaller Save it to your Desktop (But do not run it yet)
2. Reboot into
Safe Mode This can be done by
Restart your PC, and after it starts, but before you see the Windows Splash screen Begin tapping the F8 key twice a second untill you reach another menu screen (black background with white menu choices) Use your arrow keys and select Safe Mode and then Enter
3. Go to Add/Remove Programs (Click Start ->> Control Panel ->> Add/Remove Programs)
And uninstall the following programs (If found)
Outerinfo OIN
Close Add/Remove Programs
4. Please run the
Purity scan Uninstaller If you have any problems a Tutorial can be found
here
5. Reboot your PC into Normal Windows mode.
6. Please download
Combofix and save to your desktop:
Note: It is important that it is saved directly to your desktop Close any open browsers. Double click on combofix.exe and follow the prompts. When it's finished it will produce a log. Post the contents of the C:\ComboFix.txt into your next reply. Note: Do not mouseclick combofix's window whilst it's running. That may cause the program to freeze/hang.
I'm sorry, bamajim, I don't mean to sound like a complete idiot, but everytime I go to save file it just exits out of HijackThis, and I can't find the file anywhere. It doesn't let me name it, or tell it to go on the desktop.

Alright, just a couple things I'd like to say before I post the log. The Purity Scanner that you told me to use was an uninstaller for outerinfo. I didn't see anything about the purity scanner, but maybe thats okay. I did everything you said to do in safemode, but I didn't see a program called OIN.
Also, I ran the ComboFix program and everything, but while it was running, my computer's screensaver came on and I was taken back to the menu where you chose user. I didn't know if that was bad or not.
Lastly, I'm not logged on as the computer's administrator. Do I have to be logged on as the admin at any time, or will it work just as well?
Sorry for all the questions, but I've actually done this whole uninstalling process here on the forums before (I couldn't remember my password, so I made a new account), and I want to be as sure as possible that I'm doing everything right. Thanks for the help. :(

Updating Java:
Download the latest version of Java Runtime Environment (JRE) 6.u1. Scroll down to where it says "The J2SE Runtime Environment (JRE) allows end-users to run Java applications". Click the " Download" button to the right. Check the box that says: " Accept License Agreement". The page will refresh. Click on the link to download Windows Offline Installation with or without Multi-language and save to your desktop. Close any programs you may have running - especially your web browser. Go to Start > Control Panel double-click on Add/Remove programs and remove all older versions of Java. Check any item with Java Runtime Environment (JRE or J2SE) in the name. Click the Remove or Change/Remove button. Repeat as many times as necessary to remove each Java versions. Reboot your computer once all Java components are removed. Then from your desktop double-click on jre-6u1-windowsi586-p.exe to install the newest version.

Install IE SPYAD for protection against innocent looking websites that are not innocent

That's quite an infection you have there. It will take a couple of runs at this to completely remove it so please be patient
1. Re Run Hijackthis
Then select " Open uninstall manager"
Then " save list" and save it to your desktop
Copy and paste that list as a reply to this thread

Don't worry, sometimes Malware interferes and makes it difficult to use tools to remove it.
Let's do it this way
1. Go here and download Purity Scan Uninstaller
Save it to your Desktop (But do not run it yet)
2. Reboot into Safe Mode
This can be done by
- Restart your PC, and after it starts, but before you see the Windows Splash screen
3. Go to Add/Remove Programs (Click Start ->> Control Panel ->> Add/Remove Programs)Begin tapping the F8 key twice a second untill you reach another menu screen (black background with white menu choices)
Use your arrow keys and select Safe Mode and then Enter
And uninstall the following programs (If found)
- Outerinfo
Close Add/Remove ProgramsOIN
4. Please run the Purity scan Uninstaller
If you have any problems a Tutorial can be found here
5. Reboot your PC into Normal Windows mode.
6. Please download Combofix and save to your desktop:
Close any open browsers.
Double click on combofix.exe and follow the prompts.
When it's finished it will produce a log.
Post the contents of the C:\ComboFix.txt into your next reply.
Note: Do not mouseclick combofix's window whilst it's running.
That may cause the program to freeze/hang.

Also, I ran the ComboFix program and everything, but while it was running, my computer's screensaver came on and I was taken back to the menu where you chose user. I didn't know if that was bad or not.
Lastly, I'm not logged on as the computer's administrator. Do I have to be logged on as the admin at any time, or will it work just as well?
Sorry for all the questions, but I've actually done this whole uninstalling process here on the forums before (I couldn't remember my password, so I made a new account), and I want to be as sure as possible that I'm doing everything right. Thanks for the help. :(

That's o.k. we will get them this way. Good job so far
1. Copy and paste the following into NotePad (Not Wordpad)
sc delete DomainService
sc stop rpcapd
sc delete rpcapd
Click File ->> Save as ->>type in cmd.bat
Close Notepad
The cmd.bat file should now appear on your Desktop (if it saved properly it should appear as a blue box with a gear in the middle of it)
Double Click that file (It will appear that nothing has happened, but that's o.k.)
2. Please download the Killbox.
2) Rt Click->>Extract all->.Extract it to your Desktop
3) Double Click Killbox.exe to run it
4)Select " Delete on Reboot", and then select "All files".
5) Copy the file names below to the clipboard by highlighting them and pressing Control-C:
6) Return to Killbox, go to the File menu, and choose " Paste from Clipboard".
7) Click the red-and-white " Delete File" button. Click " Yes" at the Delete on Reboot prompt. Click " No" at the Pending Operations prompt.
3. Rerun Hijackthis (scan only) and place checks beside the following entries
- O4 - HKLM\..\Run: [bantool] C:\Documents and Settings\stephany Cook\ie_ban.exe
Close all other open windows except Hijackthis and Select " Fix checked"O4 - HKCU\..\Run: [Outerinfo] "C:\Program Files\Outerinfo\Outerinfo.exe"

Close all other open windows except Hijackthis and Select " Fix checked"
Close Hijackthis
2. Using Windows explorer
Locate and Delete the following file
Close Windows Explorer ->> Reboot your PC ->> Rerun Hijackthis and post a fresh Hijackthis log. And give me an update on how your PC is running now.

You may want to consider running Disk Cleanup and a regular basis
Click Start->>All Programs->>Accessories->>System Tools->>Disk Cleanup
You may now remove/delete/uninstall the tools we used to clean your PC
Now that your log is clean
There are some final notes:
Disable and Enable System Restore

Your Java is out of date. Older versions have vulnerabilities that malware can use to infect your system.
Please follow these steps to remove older version Java components and update.
Updating Java:
Java Runtime Environment (JRE) 6.u1.
Scroll down to where it says "The J2SE Runtime Environment (JRE) allows end-users to run Java applications".
Click the " Download" button to the right.
Check the box that says: " Accept License Agreement".
The page will refresh.
Click on the link to download Windows Offline Installation with or without Multi-language and save to your desktop.
Close any programs you may have running - especially your web browser.
Go to Start > Control Panel double-click on Add/Remove programs and remove all older versions of Java.
Check any item with Java Runtime Environment (JRE or J2SE) in the name.
Click the Remove or Change/Remove button.
Repeat as many times as necessary to remove each Java versions.
Reboot your computer once all Java components are removed.
Then from your desktop double-click on jre-6u1-windowsi586-p.exe to install the newest version.
Install IE SPYAD for protection against innocent looking websites that are not innocent
Visit Microsoft's Windows Update Site Frequently for critical updates
Backup your Important Documents and Files on a regular basis
