Desktop Display Options Gray

Question

I'm not able to access the picture options to display on my desktop background.  I have my computer set up for my private use with password access and the 'other side' for 'vistors'.  I'm able to change the desktop background on the 'vistors' side but not on mine.  I'm not able to browse and put up personal photos as my desktop background -that option is grayyed out.  I know it's probably something simple but I can't figure out what I did wrong or how to fix the problem.   Help me please, this is sooooooooo annoying!!

No, I've had this computer for a year and this just started happening a few days ago, after I got a message saying that I have files that are infected and I need to get antivirus software immediately.
