1. Try right clicking on the Roxio installer and select "run as administrator", see if it installs.

Hold the flag key down and tap R, in the run box type      gpedit.msc      hit OK
 
I don't want you to make any changes here, yet, just post back what you see in specific locations
 
Navigate to Computer Configuration/Administrative Templates/Windows Components/Windows Installer
 
Are there any settings state in the windows installer folder other than "not configured" ? if so what are they?
 
Navigate to the same folder except in the "User Configuration" section are there any setting states in the windows installer folder that are not "not configured"?  If so what are they?

Windows can not find the gpedit.msc file

Sorry Home version does not have gpedit.
 
Looks like this is a real problem in the Home version, looks like you have to manuall edit the registry, have not found the location yet.

Get this utility and run it, read instructions carefully, you want to clean up the installer for Roxio back it up only.
 
see it this solves it.
