If you've tried two adapters and a new battery without success, it's the system board that's faulty. It may be it is just the power jack ($150-200 to have it replaced), or it could be you need a new board ($400 + install).

how will I know if its the power jack issue or the system board issue ?

You won't. You can contact a surface rework shop such as www.aqstech.com, which can evaluate the repair for you and give you an estimate of the cost.
