I had the same issue a few months ago. unfortunately, i can't remember the exact steps I took to fix--it was either a service or app that ran on start-up. the service had something to do with encryption. i removed and issue was resolved.
if you send me a print screen of startup and services (msconfig) I will be able to pinpoint for you.

non of these are ringing a bell...i am pretty sure that the service had to do with encryption. The manufacturer was unknown & the status was running. does that help.
I have this same problem with my Inspiron 6000. I have narrowed it to the Service "Remote Access Connection Manager", but I haven't found out how to deal with it yet. If you have any revised info, I would love to hear it.
I "solved" it by accident. Took it home and noted it booted right up and got onto my network with no problem. Brought it back to work, and had the same problem. I disabled the logon to the network and it boots right up. I can then enable the network, and also get on with no problem. Thus, there is something in setting up the network when I logon that is holding up the problem. Of course, the company IT people deny any problem, and this work around the problem apparently is as good as it will get. I have to remember to disable the network before I turn off the computer, or I have to sit through the problem again.
I disabled the computer from signing on to it...network settings from the control panel, right click and click on disable. After I boot up, I can click on enable and get on the network with no problem. When finished, I go click disable again, and it boots up fine next time. Technology at its best!
Sounds like your computer is attempting to renew an IP address from your home network onto the company network and the company network is ignoring your request which causes the computer to wait a long time for a response that never comes.
