What it's refering to is "PC Restorwe". When you start the system hold down your Ctrl key and tap F11. It will take you to a menu with Restore as an option. If you choose it you will wipe all the data from your drive and return your system to the state it was in when you first recieved it.
If that doesn't work for you then you are stuck with the CDs. As mentioned you can call tech support and they will ship them out to you along with your drivers cd. Quite often they will even do it if you are out of warranty. gl
