You most likely have a failed hard drive.

Power on, press F2, and go into BIOS setup. Is the hard drive shown? If not, reseat it.

If it is, or shows up after being reseated, power on, press F12, load the Dell diagnostics and run an extended test on the hard drive.

If it is not seen, replace the drive - any standard, EIDE (NOT SATA) 2.5" 9.5 mm drive 120G or smaller will work as a replacement.

It doesn't seem like the drive is broken because, the error gives me the option to ignore and keep booting, it boots all the way and I can log in and stuff and save things, so do you think it is the RAM or CD-Drive.

I have an 05 Inspiron 2200 as well.  I loathe the day I wasted my money on it.  =(

It does the same thing, but then will boot.  It also goes to a blue screen that says "virtual memory dump" and then flips to a black screen that says something like "press 2 for setup, 1 to retry" and then it wont boot.  Most of the time this can be fixed by removing the battery for a few minutes.  Sometimes it doesn't and just decides to work again whenever seems convenient for it.

I even had someone completely wipe my harddrive and reinstall XP.  It still does it.

I would love to know if anyone knows how to get Dell to fix this.  I have an extended Warranty but they don't seem to care.  Apparently nothing is wrong with it according to them.

My problem was fixed, I called Dell they sent me a Replacement CD/DVD-RW, but it didn't work out for me, so I eventually sent it in to the Depot, they fixed the problem, but also discovered I had a dying battery. So, Call Dell Tech Support, and be very nice and patient on wait times, and tell them your situation. They will most likely ask you to do the following: a Dell diagnostics, then Load Hardware Defaults, then if that doesn't work, they will tell you to remove the CD/DVD-RW(only do this when you are talking to the tech support or your warranty may be voided), they will then ask you to do a factory reset by holding Ctrl and Tapping F11 during the first boot Dell Screen. This will completely reset the laptop. If the CD/DVD-RW doesn't work after a few other things, then you will be recommended a replacement CD/DVD drive. If you computer is under warranty they will send the Drive, free of charge, and free of shipping fees. They will probably also want you to send them the old drive within 10 Days, in the same box that was used for the new drive. If this doesn't work, send it in.

Have a nice day

Ken
