Does the issue appear in safemode?
* Click Start- Turn Off Computer- Restart
* At the blue Dell, tap F8 to bring up the Windows boot menu
* Scroll to and select Safe Mode, press the Enter key
* Select the first or only operating system, press the Enter key

Does the issue appear during the Self-Test Feature Check (STFC)?
* Turn off the monitor
* Plug the monitor power cord directly into the wall socket to remove any surge protectors or APCs from the troubleshooting equation
* Unplug the monitor video cable from the back of the computer
* Turn on the monitor
* The floating red/green/blue/white dialog box should appear on screen against a black background

If not, the issue is with either the video card driver or the video card itself. If yes and the monitor is still under warranty, get it replaced. If you have a service tag number associated with your monitor, you may use Chat or Email support to setup the monitor exchange. If you only have an Order number associated with the monitor, you must call in,
1-800-624-9896. They will need the following information -
20 digit PPID number on back of monitor
Name, address, phone, email address
Order number
Issue
Troubleshooting done

I just checked the safe mode and the line is there.  I did the self test by power only from a direct power source and the floating screen does appear.  This monitor is about a month out of warranty.  I am going to purchase the extended warranty.  Will this cover the monitor for replacement?  It is really irritating to say the least when a product goes bad three weeks after the warranty (only a one year warranty) is over and a $360 monitor goes bad and needs to be replaced.  This does not make want to buy or suggest others make purchases from a company. 
 
Sorry if that sounds typical and is considered only 1 of millions of customers but I am mad and I think I have the right to be,

Will this cover the monitor for replacement?
* I do not know if you can extend the warranty once it has elapsed.
