In part, it's because you didn't post anywhere near enough information for anyone to begin to help you to solve the issue.
Is this a new issue, or has it been happening since you received the system?
If it's new, what software/updates have you applied?
Have you run the Dell diagnostics on the system (f12 at boot)?
What does "blank" mean - does the screen go black and for how long?
This is not a new issue, from the first time i installed the windows (xp) till now this flickring is happened and i don't know if it is the nature of my VGA card (Mobile Intel® 965 Express Chipset 256MB) or it's a problem ?
I installed all the drivers found in the dell web site without any problem.
Diagnostics is done completely and no problems found.
Instead of blank you can call it flickring (first my wallpaper appears normally on starting xp then quick black screen then my wallpaper reapperas again), is that normal or no ??
Also i realized that on starting and shutting down my laptop there is something like a liquid goes on the screen internally is that normal action or it's a problem in my screen ??
Plz help me to get out of this problems :smileysad:

If you mean it flicks to a black screen temporarily and then continues the normal loading process, that can be normal. Some systems do that as the video drivers get loaded.
I'm not sure what you mean by the liquid thing-can you take a picture of it or something? That doesn't sound normal, but it's hard to say without seeing it.

If it's flickering during non-boot times, does the same thing occur on an external display, or is it clear and free of flickering?

mmm i can't show you an image as it done once on starting the pc after the windows xp logo directly and another when shutting down the pc.
