are your power settings scheme set correctly? setting the scheme to max battery will lead to a slow cpu speed.

I have the power settings on high performance.  That was the first thing that I checked as sometimes I forget to change it.

ok then the only other thing that springs to mind is an overheating cpu due to a clogged heatsink. a can of compressed air blown thru your air vents should clean it.

I hope that is all that it is.  I assume that the CPU or the motherboard isnt broken or anything like that or else I wouldn't be able to use the laptop at all.
