I had that problem with my old laptop and using Fn+F7 when the reduced screen was showing solved the problem.

Nop, dont think you got the question. This only happens when my BIOS is loading, like say the DELL logo appears in small, and the Xp logo appears in small, but once my XP is loaded I get my full screen. What I did was make changes in the BIOS under video settings - LCD Panel Expansion, when I make the changes to expand, the screen expands and everything works normally. But when I restart the settings are lost and I get the small screen all over again. My RTC seems to have the correct time, so cannot be a battery issue. My BIOS version is A15, which I updated long back and did not give me any issues.

Suprisingly this started the day my warranty expired.

bacillus is correct.  We used to call that the Black Border Syndrome because it happened so often.

so what I do is use Fn+F7 during BIOS boot up or when I am in XP? or both is fine. Cause I tried during BIOS boot screen, nothing changed, then after I was in XP, the screen flickered but nothing seemed to change. Let me know if I missed something.

OK I tried all the permutations and combinations, but it did not work. Its Just not saving that particular settings in the BIOS and the Fn+F7 changes nothing when I press it. I wonder even though it is a factory default settings, why does it change for Expand Planel to Off everytime I restart.

Please help with any further suggestions.

Has anyone got any ideas on how this could be resolved?
