There are no jumpers, and the BIOS chip is surface mounted - unless you have a soldering jig for doing surface rework, you're not going to get the chip off without destroying the board.
Have the original owner contact Dell for the master password. Otherwise, the cheapest option is to replace the system board.
Thats the thing, i cannot get into contact with the person who owned it before me. I bought this notebook at a second hand store. when i returned to see if i could get the info i needed. They told me that info was confidential.
but the way Dell's security is set up is bogus. I understand the level of security for the BIOS for the computer but it doesn't ned to be so adiment. There are just some instances where the ownership cannot be transfered. What is someone got the laptop from a grandparent and that grandparent passed away,.

The original owner needs to contact Dell. Otherwise, replace the system board with a new one.
