First, are you doing an "orderly" shutdown of Windows? through the START button? or are you just pushing the power switch to shut down or shutting down with some external power strip on/off switch?
If you are not doing the orderly shutdown, whatever you selected is lost.
Another possibility, is the laser printer powered on when you start the PC? If it is not on but the ink-jet printer is, Windows MAY make whatever is powered on the default. It shouldn't do that, but it's a possibility.
