I would not jumper anything on that header as I'm pretty sure that might cause a short and shut down the power supply.  If the system will run OK using an add in solution, or the other header that you mentioned, I think those are about the extent of your options.

Hello, I have exactly the same issue, I tried the none spinning fan instead of an other fan and it works well so the issue really is the motherboard (quality issue)

How did you solve the issue?

Is there a way to disable or to force the fan to spin slower?

Is there a risk if I keep the box open but unplug the 3 fans so the noise finnaly stop?

Dell Fans are not like standard fans so replacing with a NON DELL Fan would not work and would give an error.

this is not a fan issue but the mother board as when I try the fan on another plug the fan works well.

I think this is a quality issue with Dell mother board. Pitty we can not disable the check on the bios, that would be so convenient...
