As you may have figured out by now it's not Vista and you can end up in the same mess with XP - though there's likely going to be a honeymoon period with any fresh install. Additionally, Dell does not support XP on the 1530 - believe me I've been there.
As mentioned before, use only the Windows firewall and Defender - multiple firewalls do not play nice together and are not created equally - let alone the junkware included with some.
Getting Vista to work best for you does take some effort. Please see my post here for additional suggestions:

The only way to "get rid" of Vista, is by reformatting the hard drive, and installing XP. But as mentioned above... installing XP rules out your entitlement to tech support from Dell.

The problem could very well be the four firewalls - you should not run more than one firewall.
If you want to install XP, go into the BIOS setup, set the drive to ATA compatible mode (from AHCI).
F2 at powerup.
