The clock problem can be solved by using an application that syncs the clock on regular intervals. One such program is called Automachron.

The powering down problem is a little harder to tackle. My best guess would be to reinstall Windows, but it might be a little too involved for you to do.

first make sure the bios time its the same as the time in the OS, if the bios time and date its diferent from what you should have then adjust it there and reboot the computer, test the computer for a couple of days

 

to turn off the computer make sure you are doing it well, you dont have to press the red icon that has the power button, you have to use the arrow next to the lock icon to get some options.

 

if you are doing it well, go to search and type msconfig, go to the services tab, bellow there is a check box that says hide all microsoft programs click on that, now click on disable all icon that is on the right side, reboot the computer and see if the issue persist, if it doesnt then do the same process but start enabling program by program and reboot the computer to see if some programs is causing the issue.

if you are still having the same issue with the computer try this:

I suggest you to get the latest bios update to fix the clock issue

 

if the problem persist even in the bios i suggest you to call dell guys to get a mobo replacement

 

if the problem is only within windows, do what the last dude advised you to do, or reinstall windows.
