The video chips in these systems are already known to be faulty, and increasing the run temps by shutting off the fan is just inviting the chip to fail.
I don't know of a way to shut off the fans other than to either get the old BIOS back or download Speedfan...be careful with Speedfan if you download it. Your could do some serious damage to your laptop if it overheats.
No monitoring program, including SpeedFan, will control the fan on a M1530. Programs may be updated in the future, however. I8kfangui did read the fan speed initially on my M1530, but after my first video driver update, this was no longer true. No other program would read the speed.
If you update to the latest BIOS, the fan will run a 1/4 speed when temps are low. This speed will not be noticeable. To keep it at 1/4 speed, you will need to keep the computer cool, perhaps by using in a cool room.

Yeah, I did update recently - but can't say I notice a particular difference in fan speed.
Will consider other options.
