Don't copy. Use OEs export function on the "old" computer and then Import on the "new" computer. It's under "File" in the Menu bar and explained in Help.
Copy the folder C:\Documents and Settings\John\Local Settings\Application Data\Identies\{B81840D4-1844-4D89-A307-5402BFC1B327}\Microsoft\Outlook Express and its contents from your old PC to a suitable folder (say a temp folder) in your new PC. Then use the import in OE on your new PC and point it to where you put the old ones:
In OE, File/import/messages, select OE 6, click next; check 'import from an OE6 store directory', click OK. Browse to the folder with your old OE 6 files, etc..

It refers to moving from a 9x computer to XP but it's the same from one XP machine to another.
