A Dell OEM Vista reinstallation disc cannot be download, but you should be able to request a set of backup discs containing the factory-installed operating system as well as the device drivers and utilities specific to your system from HERE.
Your only other option (to waiting for replacement discs to arrive) Sean, is to try and find another Dell system owner, who can lend you their Vista Home Premium disc... or make a copy of it for you?
Or buy an OEM version of Vista out of your own pocket :emotion-6:
TheRealFireblade, gives a very practical solution to your problem, the only other option I can think of, is to have the Dell reinstallation disc sent to your family's address in the US, that can airmail the disc to you.

A couple things.
1) I relocated for work to SHanghai China, so It might take forever to get the stuff shipped to me
2) When my hard drive died, I did a data recovery of the my documents folder, so everything else was lost, so i don't have the recovery partition
3) the only thing I have is the Windows product Key on the bottom of the laptop
I left seattle to trade it for another rainy city and now with no data support. Thanks in advance for any suggestions.
