It sounds like the Channel 10 network is interferring with yours, or there is something else causing problems.  My recommendation, since you have the Dell Wireless card, is to open up the Dell Wireless Card Utility and use the Site Monitor tab, sort my Signal Strength (should be the default) give it a minute or two to see which what channel is getting the least use/lowest signal from other routers around you.

I had to do the same thing on my wireless network (I live in an apartment, with about a dozen networks that are 'visible' around me).  Once I found the correct network to use, things improved greatly.
