inspiron 1427 keyboard have the wrong setting

Question

I have a new inspiron 1427 note book working with vista and my keyboard have the wrong setting  0 = /  p= * l = 3 .....I fix all the languages setting but cannot fix this issue..  my wireless logitech keyboard works well  .. please help
