You have to make sure that the vents to the cooling fan are not clogged. I don't know how old a 1521 is, but if it is more than a year old, you may want to use a little canned air to clean out the vents and the CPU cooler. Don't know how handy you are with laptops, but one nice feature on the Inspiron 1525 is that you don't need to take the entire laptop apart to get to the CPU. Just turn it over and remove a few screws, and the cpu cooler and cpu are right there. Don't know about the 1521 though. If the CPU isn't too hard to get to, I would take out the cpu cooler, clean it, and add a fresh coat of heatsink grease, like arctic silver 5.

Good luck.

Well, you can try one of those laptop cooling trays that they sell. They have a couple of fans in them and you sit your laptop on top of them.

Still, it wouldn't cost you a alot to get a 5 dollar can of compressed air, and spray out the vent areas.

What type of CPU does your laptop have?

I too use the Targus laptop "chill pad". It works great, not too expensive at Sam's Club.
