My Inspiron 1545 Celeron 2.16 GHz under Vista Home runs very slowly

Question

I just purchased this Inspiron 1545 Celeron 2.16 GHz laptop to provide a faster laptop than my existing Vostro 1310 Celeron 1.86GHz  (Vista Home) I need this for completely processor bound tasks, using very little memory, no disk access and essentially no video Compared to my cheap Vostro 1310 Celeron 1.86GHz laptop it runs much slower (85%), instead of 116% faster, as if 1.58GHz, not 2.16Ghz I have the Power Settings set to maximum performance. I suspect that SpeedStep might by responsible. Disabling SpeedStep from BIOS does not help.  I am very dissatisfied. Any ideas?

Are both systems running Vista?  How much RAM does each system have?

both are running Vista Home.

The Vostro 1310 Celeron 570 1.86GHz has 1meg 667MHz ram on FSB 533

The Inspiron 1545 Celeron 585 2.16Ghz has 2meg, 667MHz ram on FSB 667

The app running uses about 64meg of ram
