This is a symptom of a program memory leak or perhaps virus or spyware running in background.
Press the CTRL ALT DEL keys and look at what processes are running and which are using the most resources. Then end those processes and see if speed improves.
Also then run anti virus and anti spyware programs to seeif you are infected.
Also you can go to RUN and type msconfig..hit enter. On the startup tab temporarily disable all items. Reboot and see if speed improves. If it does try to isolate which program loading is causing the slow down.
I ran the Anti spyware programs and found a few adware programs that were removed.
In safe mode the processor is not maxed out, it runs as normal. But when I log in Normally it jumps back to 100 percent CPU utilization.
I temporarily shut down all the startup programs, and it still maxes the CPU out as soon as I log in Normally. No applications are running when I check Task Manager.
I removed McAfee antivirus software as well.
I was downloading an Apple Itunes update when the problem happened. I tried to unistall the software in Safe Mode, but it will not let me remove any of the Apple software. So I am not sure if that is a symptom or not. Any further advise would be appreciated.

I temporarily diabled all items in the startup menu, but the processor is still maxed out at 100 percent.
There are no applications running and while there are several processes running, none of them seem to be very large.
Do you have any other ideas?

I suggest you run anti-virus and anti spyware programs in safemode with system restore turned off.
I recommend these ones:
AVG
Spywareblaster
Spybot Search and Destroy
Adaware
CCleaner
They are all free.
Also boot to safemode see what Task manager shows CPU usage there. If low or normal that points to software issue or driver issue.
