I resolved the issue. I had no idea that the laptop came with a phone modem connection since the drivers based on the service tag didn't reflect one and I had overlooked the connector on the back of the laptop. I was reviewing the online manual for the Vostro 1500 and noted the modem connection. Since the device driver wasn't listed for the 1500 I went back to the 1400 and found one and it worked like a charm!
