Same problem here! I have tried many versions and most of them fails with the installation of ControlVault (Broadcom/ControlVault Host Components to be exact). Only A07 succeeded with that installation but even with that the USH driver installation fails with Fatal error. I'm not sure if I've tried A11, have to give it a shot...

After installation of Security Driver Pack XP detects two new devices: Broadcom USH w/ swipe sensor and Dell ControlVault w/ Fingerprint Swipe Sensor. The installation of the latter one's driver ends with the mentioned Fatal error and the first one keeps displayed with a yellow exlamation mark on Device Manager listing (= no driver installed). I feel like I've tried everything: manually renaming driver file in System32/drivers, rebooting with Safe Mode, modifying driver's INF-file etc.
2. Removed from registry: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Wdf
3. Removed from registry: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Wdf01000
4. Restart
After restart XP managed to install driver for Dell ControlVault w/ Fingerprint Swipe Sensor. As a side effect, Touchpad driver stopped working and I reinstalled it (the way I mentioned earlier). Then I managed to install Security Manager app and enroll my fingerprints using Embassy Center. Now I can login to Windows just using my finger.
Do you have TPM enabled from BIOS (I have it enabled but deactivated)?
Have you tried running Dell ControlVault Host Components Installer.msi directly under directory Program Files\Dell\Security Device Driver Pack\Dell ControlVault (with Custom setup)? Or did you try the installation with custom options and AuthenTec Fingerprint Driver checked?
Do you have registry keys under HKEY_LOCAL_MACHINE\SOFTWARE\Dell\Dell Security Device Driver Pack\1.3.043 (perhaps the value of key Dell ControlVault is "install failed")?

Now I have to stay with A11, and I lost confidence with Dell DCP pack.
I recently found the new versionof Touchpad driver also doesn't install.

I updated the USH firmware last night with MS-DOS USB stick, and today I'll retry the installation of A13 drivers.
New Touchpad driver can be installed after you rename c:\windows\system32\drivers\wdf01000.sys to e.g. wdf01000.sys.old.

I finally got it working (after using verbose SetupAPI logging and a hint from Android development forum based on that)!
Here is what I did:
1. Removed C:\WINDOWS\system32\drivers\Wdf01000.sys
2. Removed from registry: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Wdf
3. Removed from registry: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Wdf01000

Did you uninstall the old version before installing the new one?
Do you mean the sequence is:
1. Uninstall old version (?)
2. Install new DCP security driver
3. Restart (as the installation requires)
4. (Swipe sensor fails) remove Wdf1000.sys and registry as mentioned above
5. Restart
6. Reinstall Touchpad driver

I had A13 already installed (without working driver). Probably you should uninstall A11 and then install A13.
Then reboot so that the A13 installation finishes (and the driver fails).
Then proceed from your step 4. Touchpad driver installation requires another reboot.

As I am using A11 of the security driver I have TPM enabled and activated. And it works. I just cannot update or install A13.
I have not tried runing the msi directly.
