I powered down and disconnected the monitor from the computer. I plugged with power cord directly to wall socket and turned on monitor. The self-test box was visible for half a second then disappeared. I turned off monitor and turned it back on again and the self-test box stayed visible.
I then reconnected the monitor to computer and turned it on. The monitor still flickers. The ficker is hard to describe. Seems like to "brightness" is unstable.
Yes. Safe mode does not change the monitor behavior. In fact, the monitor flickers and the horizontal lines scroll at boot up prior to windows starting. Also, the performance is much poorer when the monitor has been off for a while.
If you only have a monitor order number, you should contact Customer Service. If your monitor was purchased tied to a Dell computer, contact Technical Support.
They will need the following information - Name: Email Address: Shipping address: Phone number: Monitor Order number: Computer Service Tag number if monitor was purchased bundled: Monitor 20 digit PPID number found on the back on a label or on the slider card on the left rear: Operating system: Video card: Video card ports tested: Reason:
I called tech support, and in about 10 minutes they were sending me out a replacement monitor.
It arrived 48 hrs later. A refurb, that was an inch bigger then my original.
Conclusion:
This is my fourth computer from Dell, and the only problem I have had is this monitor issue, and it was resolved quickly. I only have good things to say about Dell.

Update.
Today the monitor has started flashing, it is making an audible buzz and it smells like burning electrical.
Clearly the monitor is malfunctioning, I am done testing. How do I return this monitor to dell for repair/replace?

I am going to try one more thing. I have not used this monitor on another box. I will do that just to make sure its the monitor before I call Dell.
