Surely someone else has come across this problem

The two first things would be to check for a damaged disc or a faulty CD/DVD drive.

I let the job run yesterday for hours. The file copy part seemed to go OK but the expanding files section took forever.
I ended the job after 5 hours when the expanding section had got to 85%
This certainly didn't seem normal

Run a diagnostic on the RAM and the hard drive.

The hard disk is brand new. Memory came with the laptop.
As I don't have the original disks can I download the diag files from the Dell web site?

You can download them but you'll need to produce a bootable CD to use them with.

I took out one of the strips of memory last night and Vista installed albeit slowly. After the install i put the memory back into the laptop and it booted up fine.
Spent the rest of the night installing drivers and updates.
Haven't tried to run any applications yet
