I had a similar issue. Contact Wave Systems in Lee, MA. (Wave.com) The fixed it easily and quickly.
I bought DELL Latitude E5400 , Precision M4400 , Precision 3500 this month.
1 T3500 X5550 came with TPM deactivate in BIOS
I haven't install any application or Windows updates on this machine after the initial first boot, I found no errors in Event logs.
1 T3500 W3520 came with TPM deactivate in BIOS

Out of the box turned on, intital windows wizard done, Check event log and found the following errors. I have bought 12 of these machines.
The NTRU TSS is not running, Wave Software is unable to communicate to TPM
Unable to determine TPM Security Chip state.
I called Dell and wasted endless hours. Dell kept saying that You don't have security device and you are going to have this error but they don't have answer for the other 3 Machines where I don't have this Error.
All my Precisons and Latitude Laptops have the same issue out of the box. I didn't purchase any laptop with Finger print reader, All Laptops cames with TPM activated in BIOS.
Does anyone at Dell know's how this can be fixed or anyone in this FORUM have clue?
The solution provide in the forum doesn't work for me because I don't have that LOCK file.
As far as I can see, all of your PCs should have a TPM, at least according to the specifications.
I see that you have ordered a large number of PCs and I assume that you have a server in your enterprise. I would suggest that you contact http://www.wave.com and consider central TPM management using Wave's ERAS server. They have a special package for up to 20 seats that includes installation/training by a Wave technician.
From here I can not determine what your particular problem is with some of your purchased machines. Are you sure that in the BIOS under "TPM Security" the security chips are "enabled" AND "activated"? Ususally they are not when shipped.

If no LOCK files were present, we may need to move some files around. First, we will replace the tsp1.dll file:
