After doing a little more research and spending hours on the phone with Dell. My Husband found out the problem with my laptop was with a setting in the Intel Graphics Media Accelerator. This is how he fixed it.
1. Click on the Intel Graphics Media Accelerator HD icon in the lower right area of the task bar (I had to click on the up arrow to see it)
2. Select the Graphics Properties option from the menu
3. Then Select Power ---Power Features
4. On the right hand side there will be a drop down menu select the On Battery Option
5. Make sure the check box next to Display Power Saving Technology is not checked.
After doing these steps my screen brightness stays to the settings that I have adjusted using the Windows 7 power option menu. I hope you all get the same results.
The BIOS version we have does not include the option of brightness control. We have limited BIOS on Inspiron 1564. Our local service company told me, that they will watch, if some one also have the same problem. All other DELL support numbers send me back to local representative (who cannot do with the problem anything and advices me to wait for the update of BIOS).
Is here some one form Dell, who could advice what to do?

did you have better luck, i had trouble updating driver, said that the current was best one...i'm not real techie, can do enough to get myself in trouble.

As to the speakers, I played with this exact model in Staples and the sound was great coming out of the speakers. I had to turn them down because I was embarrassed as to how loud they were.
Thanks. Will be waiting, hope you will have some luck. I have seen newer driver on Intel's site, but I cannot install it, it says that I don't have permission to do it as soon as this driver is not validated by manufacturer (DELL).
Thanks for the advice with the driver, but it is the same for me, says that I have the newest one and doesn't want to update. Seems like we just have to wait and hope, that Dell will issue updated drivers soon. Also, I have found on YouTube, that the same problem is with Inspiron 1464, so we are not lonely and I believe that we will be heard =) And if i have something, will keep you informed!
Just jumping in here to confirm I have the same problem.
Brightness on battery is 100% and whether I set the power options to be 30% (or whatever) or manually bump it down on my keyboard shortcuts, it jumps back up to 100% in a matter of seconds. I'm losing at least 1-2 hours of battery life because of this.
I think this is a problem on all dell 1564's. I bought mine two weeks ago and had it replaced because of this screen defect. My second one immediately had the same issue. Just posting to help show support. I too am actively seeking a solution.

Kulvershtukas, based on similar problems I and others have had with Studio 17's brightness controls (see this page: http://forum.notebookreview.com/showthread.php?t=437213&page=2 ), I suspect the problems might be caused by your Graphic Media Accelerator Driver, rather than your Graphic Driver. The GMA driver suggested on that page (specifically, http://downloadcenter.intel.com/Detail_Desc.aspx?agr=Y&ProdId=2991&DwnldID=18336&lang=eng ) fixed the problem for me, but I have no idea if your vastly different system is compatible with it. Still, you might want to go read the information on it and see if it would work.
If you *do* decide to try installing that or another version of Intel's GMA driver, please please please for the love of sanity *create a System Restore point first!!!* Backing up the rest of your system wouldn't hurt, either. (To create a System Restore point, go to Control Panel -> System and click the System Protection link on the left-hand side of the screen. At the bottom of the System Protection tab click the Create button.)
One other note: The GMA driver, at least on my system, is not listed in Device Manager with the other drivers. Instead, it has its own entry in Control Panel (Control Panel -> Intel(R) GMA Driver for Mobile) and is uninstalled via Control Panel -> Programs and Features. I have no idea what uninstalling it would do to your system, though; I merely mention it for anyone who's desperate enough to experiment. (Again, be sure to back up everything and create a restore point first!)
I hope this helps, or at least gives you another angle on the problem.

Just called to local Dell support, there was an answer that I should try to make changes in Brightness setup in BIOS. Will try it at today.
